Second Step :
We identified that the major problem in Papua Koala is the discrimination between the local people and the migrant. To make a conducive situation it will take long time, so we assume if both local people and the migrant will be have a benefit from the livelihood program then the discrimination will be fade gradually. We also have to conduct assessment about problem of the community, who are the stakeholder or key person in thus area to make arrangement of the meeting.
Third Step:
We make a community meeting with stake holder (government, head of district, etc) or key persons on local people community and the migrant community to know about their need, expectation and the priority. We observe the context culture for two communities and pay attention particularly in women and children roles and participation in each community.
Fourth Step :
We present our desk review and SWOT analysis , and ask the community to fill free to give any inputs. Then we decide to make a young people program as the major target.

· Young people , Man, woman, girls and boys, form local people and the migrant community.
The programs:
Level government
1. The most important thing to do first is to create the public campaign and education
programs to Human Rights issues , including on the women rights and child participation .
2. Push the government to make a periodic report in Human Right implementation in Papua Koala.
3. Planning the program to restore the primary infrastructure ( hospital, school, day care, youth center)




Level Young People
1. GBV Program Sex education and reproduction health Parenting Program Day Care Center .
measurement :
· Incline of women fear on GBV
· Children who have training are more capable of making decision to protect them from unsafe sexual behavior and prevent unwanted pregnancy.
