We would first need to carry out a needs assessment based on the Sustainable Livelihoods Framework whereby we gauge the human and social capital of returnees to determine the different livelihoods skills previously employed such as agricultural expertise, level of education and assets that they possess in terms of social networks etc. We would also carry out a context analysis where we would evaluate the existing resources in the local community to determine the gaps, such that skills training relevant to the local markets could be provided. The livelihoods interventions should be targeted at the household level to improve food security at the household level such as developing agricultural opportunities through the land that is rich in mineral resources. When developing agricultural opportunities, the community could develop farmer’s union and making a mutual aiding system in the community. Livelihoods interventions should also be available specifically for adolescent girls and youths, who are out of school. In order to increase the attendance of adolescent at the school, the school could offer a school-based job training. Vocational training can be provided for adolescent girls and youths to enable different viable forms of livelihoods, so that adolescent girls would have options other than being domestic servants which might put them at risk for being exploited. Reasons for teen pregnancy should be evaluated as well as risks for GBV to get a comprehensive sense of risks facing adolescent girls. Being able to make their own living would empower them economically and less at risk to transactional sex and other unbalanced gender relations.
