Identification and Documentation

Short Case Description
Jean Claude is eight years old child who have lost his parents because one daya there was fighting all around his house. He didn’t realize about that fight, the only thing in his mind is to save his little brother and grapped something to live, like a blanket, a pot, a plate, and few hands of corn. After that, Jean Claude began to leave his villages to another villages with his brother Emile.

In the longway road, Jean Claude asked some people where they can found his parents, but nobody knew about that. Some people told them that there was a Red Cross camp, where they can found food and shelter. Jean Claude and his brother Emile, trying to went there. But on his way to the camp, there was a narrow bridge that all refugees trying to crossed it. It was a rainy season and the ground was slippery with deep mud Suddenly Emile’s hand had slipped from mine and Jean Claude lost his brother. There was no sign about Emile. Jean Claude clearly cannot found his little brother and he was thinking to continue his way to the red cross camp. In the way to the camp, Jean Claude felt so exhausted and he decided to sleep on the corner.

Suddenly, an adult came to him and asked wheter he lost his family. That adult was from red cross organization. After Jean Claude saw the red cross badges, he tried to explain what happen in his village.

What kind of tools or information that we need to find information about Jean Claude:
1. First we start about how to find Jean Claude:
- Coordination with other humanitarian agencies that worked in th same area
A good coordination between humanitarian agencies, army and government is a must. Without coordination, child tracing system cannot be established in war area.
- Demography map.
Map about the war area is a must. Map is usefull for searching refugees in war area.
- Deep information from the local people, such as police and other civil society who knew about the purpose of war/ conflict.
2. To indetify and find a lot information about Jean Claude, we also have:
- Identified the physical data. Just like in Prof Boothby college, we have to note all the information that related for tracing system. That information such as basic personal data, accompanied siblings, circumstances when identified, in the care with adults, family relationships, history since the child separation and other information that related to tracing system.
- Photograph. We thought that to take a photograph of children in emergencies situation, that would be some factors/ variables affected the process. We Thought that all people should aware about this process. Based on child condition, we don’t know if they are stressfull, in traumatic condition, having an illness or something. Firstly we should build a relationship for approaching.
- The qualitative information about the condition of the child. To have this data, we have to gain some trust in children, give them some place to forget about the past, like playground area. After we gain they trust, we can begin to interview the child.
- Fill all the identification and documentation instrument before we begin to the next process, which is tracing mechanism. Make sure the data filled in the instrument was correct.

The second question is: How are you going to find answer to these questions?
To answer these question we agree to make a few step for accompany and caring separated children:
1. Do no harm for separated children. First we start with gain his/her trust that we there for helping them.
2. Use some ID card or badges of humanitarian agencies. This help children recognize who we are.
3. Asking about the child condition. How they can be in that situation, how do you live now?..etc
4. Invite the children to the camp for getting some shelter and food. I f we have to build special camp for separated children, we have to.
5. Tell the child that we’re safe here to gain some trust again.
6. Monitoring the child condition in the camp. To run this process, we have to work together with psychologist, psychiatrist, doctor and some child experts.
7. Begin the identification and documentation process.
8. Working together with other agencies, army and government institution to find missing parents/ people.
9. Build an information system for adult who lost their children.
