Population : 40,000, including 10,000 returnees from exile.
Social politics situation : 1. Peace after 20 years of civil war.
2. Deteriorating infrastructure.
3. Discrimination and violence for returnees, especially
women and girls.

5. Gap between local population and returnees; wage jobs.
a. Benefits : 1. Rich in Timber and minerals
2. Skilled youth and adolescents

4. Half of populations are adolescents and youth

b. Problems : 1. Economic weak
2. Little opportunity for formal employment
3. High rates of teen pregnancy
4. 1/3 youth and adolescents are work and out of school
