Short Description
Papua Koala is a seaside town of 40,000 including 10,000 returnees from exile in a neighboring country. After 20 years of civil war, peace has returned to Papua Koala, but the infrastructure are not yet complete. Imagine that we are in position for creating an economic strengthening program for returnees in Papua Koala. Some donors give us big grant to build some programs for economic empowerment. How we do that? That’s an execellent question.

Answer.
-First of all, we had in mid that to change the returnees behavior is not an easy way. Because if you want to build an economic strengthening programs, you also must see the potential of beneficiaries. How we look at that potential? Of course we need to assesst the beneficiaries by using some assessment methodology, such as questioner survey, secondary data, FGD, etc. The most important thing we should see is daily activities, how they act before they back to Papua Koala, what is their daily activities in Papua Koala before the war had started. By this information we can also plan some better strategy for ours programs.
1. What steps will you take to ensure better outcomes for the children in this community?
First of all we should see the daily activities of returnees children, did they go to school everyday? Did they live with their parents? A lot of information we need to search about the situation of children in Papua Koala. After we gained the information about the situation of children in Papua Koala, we also can provide some programs to bring their life into new normally. For example the best way to provide better outcomes for children is bring them back to school, eventhough we don’t have school building again, we can also provide some tends to be an alternative school.
Otherwise we also have to build an integrated programs to support the economic empowerment and child protection. For example we can provide micro economy programs to empowerment adulthood and parents so they can get wages and bringing them into new normally daily activities.

2. What specific approaches will we use to address the needs of the various groups
Of course if we back to past session, we are being introduced with PRM and other methodology to assesst the various need of communities. After we get the assessment data, we begin to analyze the data to planning some intervention strategy.

3. What actors will you work with to ensure success?
- Civil society/ community leader: It’s the most important actor if we want to establish economic programs in communities. The community leader can also help us for moving the communities to follow our economic empowerment programs. After the we are able to moving the communities to follow our programs, don’t forget to note all the positive outcomes. After the program ran, we also have to build a monitoring and evaluation system for showing them the positive outcomes. Showing them the positive outcomes will help them to “think twice” to change their behavior.
- Government Institution: We also make coordination with Government Institution to get the information about the communities. The informations are needed for developing better intervention strategy in Papua Koala. And also Government Institution will supporting us with giving an access and permission. Don’t forget to share the data of our programs to Government to report our progress in the field.
- Other Agencies/ NGO/ INGO: Coordination between other agencies is very important to prevent overlapping. Coordination between other agencies also useful for data sharing about progress in communities.

How will you prove that your projects are working?
While the projects being run, we also must establish the monitoring and evaluation system to measure the success indicator of our programs. First of all we need to create that indicators for our programs. For example If we focus to economical empowerment program, we can create the indicators like:
* Wages
* Economical daily activities
* House
* Children are goes to school
* etc..
After we created the indicators, we can also establish the monitoring and evaluation system to measure the quality of our programs. Using the Pre Test and Post Test Study Design will help us to measure the successful of our programs. For example if you find the poverty number in Papua Koala are decreae, it mean that our programs have any impact for them.

About the Exit Strategy
Don’t forget about planning the exit strategy of our programs. Before we decide to pull out our program, we have to sure that communities are ready for that. By using some methodology, such as observation (with guidelines) and statistical measurement we should see how is the progress in communities. For example:
Program: Economic Empowerment-Micro Economical programs
Definition of programs: Economical empowerment for farmer communities in Papua Koala
How the programs run:
* Giving training to farmers how to sell rice with good prices
* Giving traning about cash management to farmers
* Support the farmers with the village cooperation
* Maximize all the resources in that village, for example not just farming, but also livestock business
* Internal discussion and evaluation once a week to see the progress of micro economic programs
* Create a surveillance system
* Etc
So, if we want to plan about the exit strategy, we also must thinking about the indicators related to behavior change, such as: Farmers invited us to see the their plant or Farmers invited us to their internal meeting, etc.
